Associate Professor Liu Lingna Publishes Theoretical Article on Urban Resilience in Guangming Daily

As cities continue to expand in scale, population, and functionality, they face growing internal challenges that test their resilience in the face of external shocks. The Third Plenary Session of the 20th CPC Central Committee highlighted the importance of “deepening urban safety and resilience initiatives”, setting a clear direction for advancing China’s new urbanization.

On February 27, Liu Lingna, Associate Professor in the Department of Public Administration at the College of Humanities and Law, published a theoretical article titled Deepening the Action to Enhance Urban Safety and Resilience in Guangming Daily.

n her article, Associate Professor Liu advocates for a systematic approach to building resilient cities—one that balances economic growth with ecological sustainability, coordinates urban expansion with regional integration, and aligns short-term actions with medium- and long-term goals. She suggests that to effectively advance resilient city construction, efforts should focus on developing pilot resilient cities, promoting social governance through multi-stakeholder collaboration, strengthening infrastructure, and enhancing public awareness of safety and emergency preparedness.
