Dean Zhang Jianwei and Professor Zhao Huimiao Publish Articles in Democracy and Legal System Times
In December 2024, the Ministry of Finance issued a Pilot Program for Comprehensive Data Asset Management, selecting several central government departments, state-owned enterprises, and local financial institutions to launch pilot projects from early 2025 to the end of 2026. This initiative aims to fully tap into the value of data resources and foster the high-quality development of the digital economy. To contribute to the discussion, Democracy and Legal System Times launched a special column titled “Legally Safeguarding the Whole-Process Management of Data Assets”, inviting leading experts and scholars to share their perspectives. Dean Zhang Jianwei and Professor Zhao Huimiao from the College of Humanities and Law were invited to publish a series of articles in this column.
The 31st issue of Democracy and Legal System Times (2025) featured an article titled Legal Pathways for the Whole-Process Management of Carbon Data Assets, co-authored by Dean Zhang Jianwei and Li Xinqian from the School of Law at Tianjin University. The article highlights the significant economic value of carbon data under China’s “dual carbon” goals and its crucial role in carbon market operations, green financial innovation, and promoting green economic growth. It outlines key principles such as clarifying data security responsibilities, unifying data quality standards, and advancing the deep integration of technologies like blockchain, big data, and artificial intelligence. The article also discusses practical pathways for the assetization and commercialization of carbon data.
In the 9th issue of Democracy and Legal System Times (2025), Professor Zhao Huimiao published an article entitled Legal Pathways for the Whole-Process Management of Health Data Assets. The article argues that health data asset management should be guided by the principles of legality, security, and fairness. It elaborates on implementation approaches in three main areas: improving the data asset governance framework, strengthening data quality control, and enhancing data security protection systems. These measures aim to unlock the value of health data, ensure data security, and promote the high-quality integration of the digital economy with the healthcare sector.
