BUCT Team Wins Third Prize at the First “National Security and Social Safety Governance” Case Competition

       In November 2025, the First “National Security and Social Safety Governance” Case Competition and award ceremony was held in Shanghai. The event was jointly organized by the School of International and Public Affairs of Shanghai Jiao Tong University and the Institute of Security Studies of Shanghai Jiao Tong University. The competition encouraged students to begin with real-world cases, deepen their understanding of the holistic national security concept, and develop interdisciplinary thinking through applied research.



Since its launch, the competition attracted wide attention nationwide, drawing 159 teams from over 70 universities and professional organizations, including Nanjing University, Beijing Normal University, Tongji University, Nankai University, Jilin University, and Sichuan University. Following anonymous review, 56 teams advanced to the final evaluation stage, and 30 teams were shortlisted. Ultimately, the competition awarded 2 First Prizes, 6 Second Prizes, and 8 Third Prizes.



A team from the College of Humanities and Law at Beijing University of Chemical Technology, guided by Mr. Qi Zhiwei from the Department of Public Administration, represented the university. The student team—Zhang Ruixin, Wang Yueqi, and Chen Jing from the Class of 2023 —won the Third Prize.

Named the “Digital-Intelligent Fire Safety Team,” the group’s case study, titled “Smart Emergency Response: Warmth and Effectiveness in Community Governance,” was developed from the perspective of technology domestication theory. Integrating case analysis, interviews, and textual analysis, and drawing on knowledge from public administration and sociology, the team completed a 12,000-word case report over five months under the dedicated guidance of their instructor. The work demonstrated the students’ ability to apply professional theory to real-world governance challenges and reflected their strong sense of social responsibility in serving communities through academic expertise.

National security is the foundation of national rejuvenation, and social stability is the prerequisite for national strength. This competition not only helped students further integrate public administration theory with practice, but also inspired thoughtful engagement with pressing social issues. It called on young scholars to spread security awareness, become steadfast guardians of national security, and translate patriotism into concrete action through responsibility and service.
